According to Bangladesh Labor Law-2006 (Bangladesh Labor Law-2006) and Bangladesh Labor Rules-2015, the garments/RMG sector or textiles are generally subject to rules and regulations (Labor Rules-2015). In these industries, every safety measure is taken to prevent fires.


Below are various important issues related to fire safety in factories with reference:

1. The distance of the exit door of the factory is maximum 50 meters from the worker's place of work. Rule-54(2)


2. If more than 20 people work in a place, there should be two exit doors. Rule-54(1)


3. The width of exit door should not be less than 1.15 meters and height should not be less than 2.00 meters. Rule-54(2)


4. Factory exit stairs (Stair) Hand Railing (Hand Railing) will be added and Hand Railing (Hand Railing) should be made of heat resistant and fire proof materials. Rule-54(4)


5. No staircase in a six storied building shall be less than 1.15 meters in width. Rule-54(7)


6. Stairs of upper Six storied buildings shall not be less than 2.00 meters in width. Rule-54(7)


7. In the case of multi-storied factory buildings B. N. Bangladesh National Building Code (BNBC) should be followed. Rule-54(7)


8. The width of the stairs of the multi-storied factory buildings constructed before the Bangladesh Labor Rules-2015 (Bangladesh Labor Rules-2015) shall never be less than 1.15 meters. Rule-54(7)


9. In cases where there is no opportunity to increase the width of stairs due to old infrastructure, the width of stairs shall not be less than 0.82 meters. Rule-(54(7)


10. No stairs shall be constructed at an angular distance of more than 45 degrees from the plane. Rule-54(6)


11. For every 100 workers, one separate garbage and pick-up box should be kept. Rule-52(1) of a

13. If an establishment employs more than 250 workers, cold water must be supplied to the canteen, canteen and rest room from 1st April to 30th September every year. Rule-50(6)


14. Exit stairs shall have adequate ventilation and lighting and shall not be closed or locked during work. Rule-54(9)


15. Each floor shall have at least one unglazed window. Rule-54(10)


16. One drum filled with water of 200 liter capacity and four red colored empty metal buckets of 10 liter capacity shall be suspended for every 1000 square meter area on every floor of every establishment. Rule- 55(1)


17. This rule does not apply if any establishment has hydrants or sprinklers. Rule-55(1) of c


18. For every 850 square meters of space in every building, hose reels are to be installed on every floor. Rule-55(1) d


19. One dry chemical powder (DCP) fire extinguisher should be installed for every 90 square meters of space. Rule- 55 (2)


20. The bottom of the fire extinguisher should be placed 1000 mm above the floor. Rule-55(7) d


21. Evacuation plan should be placed in an easily visible place on every floor of the building. Rule-55(8)


22. At least 18% of the workers in each department of the establishment shall be trained in fire fighting, emergency rescue, first aid and use of portable fire extinguishers. Rule-55(10)


23. Fire Fighter, Rescuer, First Aider: (a)- Fire Fighter Team: Yellow apron with “Fire” written in red on the back. Rule 55(11) (b) Rescuer Team:- The yellow apron shall have "Rescue" written in red on the back. Rule 55(11) (c) First Aider Team :- White colored apron with "First Aid" written in red on the back. Rule-55(11)


24. If there are at least 500 workers, a fire safety officer will be needed in a factory. Rule-55(12)


25. At least once every six months, fire fighting and fire drills should be organized. Rule-55(14)


26. At least 15 days prior to organizing the fire drill, the inspector of the area where the factory or establishment is located and the nearest fire service station should be informed in writing. Rule-55(14)


27. A reservoir of 5000 liter capacity should be provided in every establishment for fire fighting. Rule-55(15
